JB Aviation Management, Inc was founded in 2011 by Justin Cleland and Brian Spiro at Galt Airport. At the time of founding, the business employed three people and owned/operated one airplane. Today, JB Aviation employs more than twenty people, and has a thriving flight school and aircraft maintenance shop.
Under their management, Galt Airport was named Illinois Department of Transportation “Airport of the Year” in 2014 and has been featured nationally in EAA’s Sport Aviation magazine, AOPA’s Flight Training magazine, Air Facts Journal magazine, and many others. Their company promotes airport community, and is successful at delivering thriving business in all facets of aviation.

Justin Cleland
Co-Owner of JB Aviation
Justin Cleland is co-owner of JB Aviation and manager of Galt Airport.He has worked at Galt since 2005, starting as an apprentice mechanic in the Aircraft Maintenance Shop. In 2008, he earned his CFII; immediately teaming-up with a single Cessna 172 to begin the process of revitalizing a stagnant flight school at Galt Airport. At the same time, he also began managing Galt Airport’s day-to-day operations.
Justin has his hands in a little bit of everything at Galt, from flight instructing to snow plowing to managing airport finances, you’ll see him involved in every aspect of airport life.
Brian Spiro
Co-Owner of JB Aviation
Brian Spiro is an A&P/IA that started working at Galt Airport in 2006 and took over managing the aircraft maintenance shop in 2007. In 2011 he co-founded JB Aviation with Justin Cleland and has been running the maintenance shop and helping maintain the airport ever since. He attended Embry-Riddle Aeronautical University in Daytona Beach Florida and has a private pilot license and an instrument rating. Brian spent a summer as a crew chief for a professional airshow team.
Rebekah Busse
General Manager
Rebekah attended Minnesota State University and earned her bachelor’s degree in Aviation Management and minored in Business, and Recreation Leisure Services. While there, she also earned her private pilot’s license and multi-engine rating.
She worked as a line service technician at Galt Airport during the summers of 2009 and 2010 and also assisted in the office.
